As we send this message, it’s after Midnight ET and the FY18 Corps Work Plan has not been posted. Our sources reported Tuesday afternoon that it was being worked on with plans to go well into the evening at the Assistant Secretary’s office. We think they were having a tussle with the folks at the White House Office of Management and Budget over the details of the Work Plan. Right now, we assume (but do not know) that it was sent to Congress by midnight Tuesday and will be posted online on Wednesday. If you get wind of it, please let us know.
The fact that it was delayed is a nail biter for lots of folks. Our supposition of a fight between ASA and OMB is a good sign, if true, because there is only one possible bad guy in that tussle and it’s NOT the ASA’s office. Stay tuned.
